Well when the renders come through mate next month, and then they are hoping to sort planning permission end of the year, I guess between end of July and at latest December they will have to prove that they have the funding in place/secured to get to that point.
So if you are correct and planning permission is the reason they give for the failure, then at least everyone will know before the year is out yeah.
