Not sure about the stadium being multi-purpose but I found these snippets....
An independent study has found that 1,250 permanent jobs, 1,000 new homes and 30,000 square metres of leisure, retail and restaurant space could be created in the park.
Proposals include a stadium and housing working with Liverpool Mutual Homes, as well as upgrading the facilities currently available such as the Lifestyles gym.
None of which whets my appetite nor suggests the stadium building will be maximised. All it does to me is suggest partners may want to part fund it for us which probably hits the nail on the head. It's another outdated model - stadium on a leisure park.
Here's a mad idea - why don't we come up with a proposal whereby we own the leisure facilities and give something back to the people of the city? Get into partnership with a university for sports science etc?

There's other people better placed than I am to answer that. I think all the Central Docks area is earmarked for Liverpool Waters though.

Yep opportunity of the century, if that had gone ahead we would have a queue of money men coming in! TBH should have sold some players to make up the shortfall.
The Peel Central Docks area is bounded by the river and the dock road, outside of that the city could well have designated the area as Central Docks.
Peel however are looking for launch customers for the plans.

We should have accepted Gregg's offer to finance it, but Bill would have lost his trainset. He put his own interests in front of the club and has the cheek to put himself in the Goodison hall of fame next to the likes of Alan Ball and Dixie Dean.
Looking at the maps not at all clear to me where there would be space for a stadium. Add to that there is still the question of money and pur board want to keep their hands in their pockets and the begging bowl at their feet for donations.

That would be before any construction or infrastructure costs, so I simply cannot see this as a feasible option at the moment.
Add to that, Peel Holdings (and Liverpool Waters) are mainly dockside of Regent Road and the other side are mainly privately owned.
Although the project is sizeable, there isn't much viable land of adequate size in their portfolio to fit a stadium of our requirements.
Their plan is to squeeze large commercial properties (housing and leisure) onto the old quays around the docks; a stadium wouldn't work.
Other land as you mentioned is pretty unfeasible due to the number of private properties and the huge cost required for compulsory purchases.
King's Dock would have been perfect, but that ship sailed a long, long time ago. It may not be ideal, yet we need to look further afield.
That's not being a supporter of Bill or what not, or a huge advocate of WHP. It's simply being objective and more so... realistic to our possibilities.
