Thats due to uefa having a minimum height for advert boardsI don’t know specifics, but that will be required to meet UEFA requirements. They have to block off the first few rows at anfield for CL games I think - certainly on the Kop anyway.
Stand steepness limits, especially if you're going to implement safe standing, is a rule and one which a stadium architect would be stupid to break because it risks the ground not getting a safety certificate.
