In terms of a CL final, yes it is. Has Anfield hosted a CL or EL final or any recent international fixture?
They can host their own fixtures there, if that's what you're alluding to.

They can play their fixtures there. They cannot host a final there, or any form of UEFA Euros fixtures. It really isn't that hard to understand, is it?
That IS the primary reason it is not considered because the rules, on the UEFA website, clearly state they will not consider a non-elite stadia.

That's as tight as most of GP. Any closer and lateral views can begin to suffer.... especially on lower or safe-standing sections, where the range of people's standing height is greater than that of their seated height.
Desperation to be as tight as possible to the pitch is generally overstated, especially for goal stands. It usually gets mentioned with reference to some modern multi-tiered stand that have been set back too far. A metre or 2 more has no detrimental effect on atmosphere or intimidation, but greatly improves the c-value and lateral views.
Those standing towards the corner flag in the Anfield Rd on Monday will see the effect on lateral views of being too close to the pitch. The near goal can be barely visible for many nearer the corner in the lower rows. Of course steeper rake greatly improves that too and BMD does offer that.
