This was all done recently though. For one of the richest clubs in the world they don't have skimp on cost and quality.

It's completely different. Everton are leaving there. That wall at the Dean stand is the only family type memorial place near the site and it's well maintained.
And Liverpool;s Anfiled Rd stand is brand spanking new. If that was the workmanship at the dock stadium when Everton's first season is up and running you'd rightly be outraged.
