If Anderson's comment carries any weight it is clear that the site has been agreed upon. He could not forecast a definitive period without that knowledge.

If there was already agreement on a council owned site they would be reluctant to hold back on that news. Peel would not have that issue.

I cant say how i know but the 2 year plan is materials to be bought pre EU exit, which can save $75 million

Sorry, am not quite sure what this means: are you saying that if SC was the agreed site, the council would have made a public announcement?
