The story has zero substance just a rehash of what was said months ago

Read it to my Dad just before I posted it and we both said its a nothing story. Only interesting bit is the supposed "breakthrough", but how many of those have been rumoured over the last few years.

Can't afford to fully fund it themselves. Nowhere does that say they could not look to construct a new stadium along with financial input from third parties, in fact that's basically what the article you linked says.
