Well we spent more than we made this window and we replaced Ross irrespective of actually selling him.

So that's a change, we didn't wait to sell Ross before we replaced him, previous years we would have sorted that for deadline day.

So we spent money, still a sell to buy club to some extent but actually spending more than sales is a good change for once. No point in being negative about it

Do we not employ people at good wages to identify and negotiate deals based upon needs identified by the Manager and DoF? Perhaps they could have given us the benefit of their vast knowledge given the club pays them to travel and attend matches to scout players, while as you accurately acknowledge we do not.

As @Azza's well-researched post quoted below shows, the manager was clear in identifying what was required over a month ago publicly and our recruiting department let him down.

Who said anything about the season being over?I just said that we had enough time to sign a replacement for Lukaku, and we failed to do so.So that in turn means questions have to be asked.Good god i just want the best for this club.I want this club to strive to be the best and make every effort to sign the best players.I suppose we all need to be patient etc.But we haven't won the league in 30 years.We have only won two major trophies since then the FA Cup and Charity Shield back in 1995.A few posters here weren't even born then.So really i think us Evertonians have been patient enough these past few years.

As others have said it's the job of the scouting department to identify and secure new talent. If you're honestly suggesting that there wasn't anyone available who would have improved us that we could have attracted here then you're just plain wrong.
