You could say their 'not far off' but it's been 2 years now so I think it might be the case of 'not good enough'.

Chelsea will spend the remaining 10 days in the transfer window trying to persuade Juventus to sell them Paul Pogba, the French midfielder rated at £70m who has been identified as the man to reinvigorate the defending champions. The club’s hierarchy recognise that they have acted slowly this summer to strengthen Jose Mourinho’s side, but having acquired Pedro Rodriguez and Baba Rahman this week they are now ready to push hard to make Pogba, 22, theirs, and British football’s, most expensive signing of all-time. The £70m that Juve want for the player, who have already sold Arturo Vidal for £28m to Bayern Munich, is within Chelsea’s range.

The club have no interest in allowing Willian and Oscar to leave in return for landing Pogba. They want to strengthen the squad, not compromise it in any way, and a cash deal for Pogba is the aim.
Pogba’s wages would be in excess of the £200,000-a-week earned by the club’s highest-earner Eden Hazard who signed a new deal in February. There is a belief that Chelsea’s transfer team, name-checked by Mourinho on Friday, of director Marina Granovskaia and technical director Michael Emenalo, can get a deal done – but there are no guarantees.

fellaini, herrera, blind, shweinsteiger and schneiderlin.

Like has been said, there's no direction there. a couple have been played in different positions now and blind is more of a utility man, but still. their 2nd choice striker is wilson, with rooney being first choice when he hasn't played there for a couple of years.

no wonder they haven't conceded any so far, so much defensive ammunition but very limited attacking talent. you can't win league games at 0-0, much rather splash all that cash on too many strikers than DM's.

they've got a bit lucky with an OG and a massively deflected goal otherwise they could be sitting on 3 0-0's after spending an absolute fortune.

That's strange logic, mate.

Liverpool could afford £35m on Andy Carroll, that doesn't mean they didn't overpay, it wasn't an awful transfer or it wasn't absolutely hilarious for the rest of the league.

Also, say you have £100m to spend, then sure, you can afford to buy a player for £100m. But every club has a budget, and the better the deal you get on each transfer, the more money you have left to spend.
