I listened to her on Talksport yesterday and it sounded absurd what she was saying. But I then thought " what chairman is going to hire her as a Sporting Director of Football now, after she has said that?!".
Then she was on Talksport again this morning trying to justify what she said and she just made it worse. I think shes a decent pundit, but she shot herself in the foot with that.
I think its far more likely that City didnt want to get into a bidding war, they have walked away from transfers before. Either that or the players agent has said that Rice wants to go to Arsenal.

He's everything they want in a player: glamorous, stylish, flatters to deceive when the pressure's on. The type of player who will get you fifth when fourth was in the bag - and look great doing it.
