It doesn't make much sense. I imagine that Balotelli and Tevez were both a nightmare to deal with and the club lost patience with them. The players that they would like to sign eg. Cavani are already very expensive and the price only increases if City show an interest, so they try and find value at a lower level with the players that you've mentioned. The problem is that they're still comparatively expensive without necessarily improving the side.
Perhaps they need to start looking in countries that aren't awash with money to get a better return?

According to Transfermarkt they're less than £11m in the red on their dealings to date. They rate Reina at £8.8m but if he's going to Barca that will probably put them at break even. So they can still spend their tv money and anything they make on the likes of Suarez, Skrtel and Downing (£85m total?) without going into their overdraft. It could be a busy summer across the park!

Not get £85m for those 3, nowhere near, Suarez £35-£40m max? Skrtel £10-£13m? Downing £10m? So £50-£60 max i'd say, can't see anyone spooging any more than than £40m for that car crash of a human. Hes a liability to any team.
