In modern day football that is true of most successful managers.

The most successful managers have the budgets to sign the best players.

In fact it could be argued that Pochettino had no chance at Spurs because they completely stopped spending while the stadium was being completed and that more than anything was responsible for Spurs falling back from being a top 4 team.

True but its the PL, Leicester don't look like sacking Brenda, unless England come calling, And Moyes seems solid at West Ham.
With no other jobs on the horizon it could be the best job this league has any time soon
