6 + 2 Point Deductions

I actually sat on several civil service appeal boards mainly disciplinary as opposed to non promotion although one did where a COs line manager failed to give her a promotion marking siting her judgement and written work to below the level required and to be honest her appeal submission was proof positive her line managers assessment was correct.

The PL discipline hearing process has three stages and each is dealt with by a body that is formed and run ( or said to be ) independent from the PL disciplinary department. Hearing, Appeal and a route to Arbitration

1) Head of The Independent Panel is appointed following a vote by the 21 shareholders
2) This person appoints the commissioners and he alone is accountable for appointing each commission be it an initial hearing or indeed an Arbitration panel.
So did I over a period of many years as an EO & HEO.

It was always 'fixed'. When the appeal panel convened, you were given a list of those unsuccessful candidates who had appealed. You were told how many were to get through on appeal, and given a list of where each appelant came in the promotion list. So, for example, if Regional/Area Office said promote three on appeal, you were told to promote the three nearest 'the line' (the cut-off point between those promoted and those not promoted). It was somewhat soul-destroying, doing the interviews knowing that some came before you with hope, and you knew that they had no hope. Such was/is the machinations of the civil service...
 

Everton should be demanding the 10 pts back, forming alliances with other clubs ie Forest, Chelsea. Boycott games etc. Far too weak and stupid. Zero info or comment from Everton. Leaderless.
If we don't get the points back, we may as well boycott the remaining programme of matches because we will be going down anyway. Not just because of the lost 10 points, but because failure to overturn the initial deduction will mean an inevitable second deduction for the second charge. And there is no coming back from that.

Yeah if we don’t get all 10 back then I reckon it’s a safe bet we get another points deduction. Could be we get 4 back then hit with another 6. Win tonight would be imperative in this scenario.
