Koeman for me - purely because he has experience in the Prem - I wouldn't be disappointed with De Boer (far from it) but would be worried about his inexperience in the English game. Just not Moyes. Or O'Neill.

No I agree, you need to be a good manager of players, as @eternal_defiance has pointed out here too, but Löw might fail as a coach too, and we have no idea who he wants as backroom staff either...I said it on the other thread, Dual: Löw's record with Stuttgart is better than anything Everton have managed in the Prem-era. But yeah, he did fail in a big way with other clubs.
Re: the national team, it's not enough to have good-to-great players, you have to be able to coach them. See also Everton in the Martinez-era

I dunno, imo it's a bit more risky than a league-type coach, if that makes sense? I'd give him a chance obviously and, of course, won't even try to belittle his achievements as a manager or anything like that, but still...
Plus re: Stuttgart - even there he had an amazing trio of midfielders (the magic triangle or something, Holy Trinity type of things) who were absolutely complete players. Not saying it's not an achievement what he did with them, but after that he failed massively. I'd say we need either a solid manager with great backroom staff, or a solid coach who is also a good manager (we have plenty of 'potential' players), hence I'd like Frank over Koeman.

Low is an utter trumpet, thankfully hes not even on our radar.
