what happened to all leagues in Europe needing to be completed by the end of July directive?

Don't know mate. I was just looking up the news and came across this:

Premier League restart date 'pushed back to June 26'

A proposal to push back the Premier League restart date to June 26 is expected to get the green light this week, according to reports.

Clubs are in favour of scrapping plans to begin on June 12 with just over a fortnight to go and players yet to resume full contact training.

That date has always been described by the top flight's chief executive Richard Masters as a flexible "staging post", and it now looks likely to be moved.

A third round of coronavirus testing will take place this week before clubs make a decision on the second phase of training as Project Restart gathers momentum. Clubs could also pencil in the new restart date at the same Premier League conference call on Thursday.

The PFA and managers are also said to be keen for a full month of full training before a return to competitive action gets the green light, raising the possibility of a resumption later in June.

Nothing, IMO they know the clubs won’t vote continue to play unless relegation is taken off the table.

They’ll keep talking this week, trying to find a solution but they’ll already know these talks are looking frivolous so they’re just kicking the can down the road. They’ll then take the curtail option and blame the ruling that leagues had to be completed and they never had time.

Prize money and European places will be awarded on PPG with no title or relegation.

Unless relegation is taken off the table this season is already done and taking it away leaves them open to legal challenges from EFL clubs that they could lose. No one will win a legal challenge if it’s cancelled due to Covid or unable to be completed due to UEFA rules.

We’ll get told they tried everything for the integrity of the game etc etc blah blah but in the end there was nothing they could do, it was beyond their control.

English football's pyramid will be destroyed unless the game starts to plan for the financial impact of Covid-19 beyond the 2019-20 season, says Huddersfield owner Phil Hodgkinson.

Hodgkinson thinks as many as "50 or 60" clubs could go bust.

He says he is looking at a "worst-case scenario" of no fans allowed in stadiums for the 2020-21 season.

"The problem is not whether we finish [this] season or not, it is what happens after that," he told BBC Sport.

Having previously owned National League North side Southport, Hodgkinson has experience of the hand-to-mouth existence of many lower-league clubs.

"If we don't come to an agreement there will be no football pyramid. There are clubs I know of that are only still trading because they are deferring wages and [tax] and other creditors. They will need paying at some point," Hodgkinson said.

"There is an absolutely real, stark probability that if something isn't agreed now within football to ensure all clubs can pay their bills and get through to the point where income is resumed, you will be looking at 50 or 60 clubs ceasing to exist. Genuinely, I am talking about that many."

For anybody wondering why they really want to restart.
