Really ... wasn't aware he was part of an Argentina team that won the World Cup.

Thought he only had 1 cap for them.

he's won everything in argentina, which would give him the criteria of exceptional talent, added to his age and his rise to 'fame' in his country, and recognition of being in the national squad currently.

Although I know nothing about this player I hope that you are correct in your analysis ( as the manager clearly wants him ).

However he appears to fall into the category of player that Greg Dyke says should not be allowed a permit ie valued at less than £10 million and not played 75 % of games for country etc.

I'll feel a bit sorry for the lad if he doesn't get a work permit. He's been through the emotional ringer crying tears of genuine sadness at leaving a club he clearly loves, but at the same time "excited" at the opportunity of joining Everton and being unable to turn down such a wonderful opportunity.

Travelled over from the Ukraine, turned up at Goodison proudly wearing his brand new Everton scarf whilst posing for pictures with all and sundry, only to possibly be told "Ahh sorry mate it's off, but thanks for coming".
