The Toffees flew in the centre-back late last week with a fee and personal terms agreed to sign the 24-year-old.
But, having failed to secure an EU passport,Everton have lodged an application for an "exceptional talent" work permit, with the player nowhere near the threshold of having featured in at least 75% of his country’s international games in the last two years.
Funes Mori has only been capped once byArgentina, but Everton believe the 24-year-old will qualify for a permit after winning the Copa Libertadores with River Plate.
The fact that the tall defender has been called up for the upcoming friendly against Mexico will boost their case, but with the Home Office having tightened their rules they face an uphill struggle.
