I questioned whether he would be eligible for a work permit on page 2 of this thread. Seen it coming really.
He has only made one appearance for the senior Argentinian national team. Albeit, he has just been named to the upcoming squad so there is potential for more caps. Still, is anybody concerned about gaining a work permit for him?
if we've bothered to agree a fee, sort out a contract and a medical for thursday then i'm positive we'll have worked it out.

That's very true, but he DOES seem to meet the exceptional player criteria, which is what they will have to argue the case for, we do have a lot of positives on that side of things, but as you say it's literally how it goes and what happens and who even is on the panel.It happens though.
I read the guidelines a couple of weeks ago so knew he wouldn't automatically qualify on games played for Argentina and he didn't look like he had enough points to warrant a positive recommendation. The club will presumably have known that too, but have to get everything in place before they can formally apply for a visa, so bringing him over is the risk they take. The situation will be pretty much the same for Rodriguez too.
