Not if he didn’t want to come mate, no.
If it’s a choice between us and Roma, 9.9 times out of 10, the player is choosing them.

The club could have accepted our fee, but he still won’t sign if there’s a better club in for him.

No.
Because Malcom wants to play at a higher level with Roma in the Champions League. It doesn't matter if we offered more, he would have just refused to join us over them.
