Ridiculously bad recruitment

We need to stop signing other Premier League teams' cast offs. It's been going on for far too long (Walcott, Iwobi, Sigurdsson, Rooney - Mk 2, Lennon, Delph, Schneiderlin). These are players who had already 'failed' at other clubs or were past their sell by date. It should have come as a surprise to no one that they were inadequate. Despite this it appears that we still look to try to buy failed Man U (Garner?)/Spurs (Winks) 'stars'. We need better recruitment and buy up and coming players from outside the Prem

Since we installed a DOF, its gone downhill .....

Been saying this for a while. Take away some of the admin from the manager by all means. Even contract negotiating. But why are some of them actually choosing players. Why were we letting some dutch fella who never played football at any level and only ever worked in the eredivisie put players on the pitch for Everton. We had the bizare scenario where he bought a player(doucoure) and the manager wasnt to keen on him at this club.
How exactly does that work.
