I think you are right.
In relation to Chelsea the word is that as they are not able to announce signings with the standard club shirt ( they move to a massive deal with Nike from 1/7 and wont use the old shirts in any publicity) so as players can't actually sign till 1/7 the plan very much is to crank up the PR at that point.
