The bad signing apart from Niasse were all free transfers and these had to be made because we were skint. Look back at the rubbish Moyes signed or the loyalty they both showed to steady players as well.they had no choice.

Don't try to make out RM worked under difficult restrictions. He had £16/17m net spend per season. For all these bad signings you got to pay them wages for 3/4 years. Now it is difficult to get rid of them and this restricts Koeman's transfer strategy.
Moshiri did not trust him. The fans wanted him gone. And he lost the dressing room. 11th and 12th really do you trust him with the big budget?

I think Manu have a significantly better squad than us to be honest. As do all of the sides above us. Rom aside, our squad isn't much better than the teams below us. 7th would be a good result this season. If January and the summer go well I'd hope we could step up from there though.Maybe not.

He did work under restrictions, could he have came in an bought 18 new players like Koeman expects to??
He only wanted one last year, Yarmalenko, who would have addressed a massive hole in our team now yet we couldn't afford to take that happen.
The fees you mentioned are nominal for Alcatraz who was an ok 4th choice and 250k for McGeady who Moyes tried to sign as there was players who potentially could do a job, on the cheap, and had played at quite a high level. Filling the squad with players like this allowed us to sign Lukaku who we'll sell 80 million.
Give Koeman 17 mill a season to spend as you say and he'd walk out on us. Not that he had 17 million per season as the inflated fees for Niasse and RFM are all clause related but that's another argument.
Simple. Moshiri came in last February which made the difference. Don't forget the new tv deal came to force for a year so the prices nowadays are inflated. The Mosh had seen enough and sacked RM which was the best thing happened to the club.
Why didn't you mention Niasse £13.5m, Kone £6m and McCarthy costed around £2m actually. That's £20m alone flush down the toilet.
You can't use Moyes as comparsion because he can buy cheap and sell high. An eye for good players for small sum. Arteta, Cahill, Coleman (wow), Jagielka, Lescott and Pienaar. All were bought for low-mid range fees and performed.
