What that suggests is that either Lampard has changed his mind (and has maybe had contact with Ross and is now happy to give him a chance, maybe with Ross assuring him that he'll do better this time) or the club has decided to get him and Lampard either hasn't been consulted or has been ignored

I would be very worried if it's the latter
