I don't think Barry is paving the way for Ross to go to City in a couple years, he knows City are largely a bunch of overpaid mercenaries and having seen one 'talent' in Rodwell bomb in that climate, Barry is well placed to suggest Ross goes nowhere.
And the 'yet' reference is simply realism that if Ross does develop to anything like the potential he has shown in glimpses, then he could possibly be able to get a move anywhere in Europe, not just to the slimy end of East Manchester.

Yep and he's doesn't even talk as if he'll definitely leave, he just says if he develops to that level he'll have a choice to make, which is true. We can't pretend that we can develop him to being world class and at the same time avoid him getting any offers from any other clubs.
