Shelvey's made the England set up, it's probably fair enough to say he's better than Barkley based on that alone.

Barkley's barely played, he has a huge amount of potential but he's barely played. Shelvey at least has a few years of regular football behind him even if he doesn't half the ability.

The manager is hodgson though. Shelvey's got a few years on him and is playing 1st team football in the premiership frequently. When i've seen him he's not really done anything special though, i wouldn't say he's more deserving of an england call over players like osman and mark noble and there would be far better examples than them two
