Does he really? Or does he just as much as any other player does?
I mean look:
"He needs to be more consistent."
... but he offers as much as some of the perceived very best players in the league in his role over an entire season.
"He needs to improve his decision making."
... but he creates nearly as many chances as perceived visionaries like Ozil and Hazard at an inferior club.
"He needs to stop getting giving the ball away."
... but he had twice the amount of successful dribbles as Sigurdsson and, as a percentage, gave the ball away during these dribbles less than Sigurdsson. 15% less in fact.
"He needs to pass the ball forward more."
... but again, his forward passing stats and distance covered by passes are directly comparable with the very best in the league.
And so on, and so on.
Stats aren't everything (in fact, they're barely anything), but given how many people bang on about Barkley being "miles off" the top level, it's enlightening to see the evidence available simply doesn't back that up.
