Not sure, I think there's is more of a cap on non eu players so they look for any sort of dual nationality loophole. The Italians do it too.

Each EU country can have slightly different rules on work permits for non EU citizens. I'm not sure about the current legislation but in the past Spain have been fairly open to young South Americans coming to Spain, once they have been in Spain for a few years they can then get spainsh passports so they don't count as non EU players. I remember Ronaldinho doing this when he was a Barca player. Having an EU passport doesn't affect the country you play for
