He'd be working on a shoestring here and there is no evidence to suggest that the DOF has the final say on transfers at Everton.There's absolutely no evidence to suggest he'd be signing all his Burnley old boys for us like.
He operated on a shoestring at Burnley and bought players to keep them punching above their weight. I'd imagine working with a DOF here would change that.
