Was watching a video of him in the 1990 World Cup where he had a mixed tournament and in one of the group games he handballed one on the line to prevent a goal and he admitted he got lucky again there. 2 World Cups where he got away with cheating.

Only counterpoint to that is there were large parts of the world not taking football seriously in that era. Some of Europe, Asia, most of North America. There were fewer countries in the tournament and not as much depth in the field.
