I think we are expecting too much.
Yes we need players , but are we attractive enough to entice the big players.
I feel we need to be realistic in what is actually gonna happen.

Were Man City unsure of their appeal to big names when they went out and signed Robinho, Tevez, Santa Cruz, Lescott, Adebayor, Kolo Toure et al despite finishing 9th or 10th the previous season?

We aren't as rich as man city and they had a proper negotiation team we struggle to get deals over the line and it's been documented that there has been problems over negotiation in both windows, in fact koeman had to come out to the press after defeat to tell them to open their eyes

And lukaku has said he doesn't know the clubs ambition and implied their is not much money difference.

To date it mostly looks sell to buy even with the record TV money.

I don't think it was Witsel as I do honestly believe Gueye is better.
Probably Depay (who manager said he wanted but clearly money wasn't there for)
Or even Gabbiadnani who looks much better than Steve walsh's Valencia
