I'd argue that Utd have improved and Chelsea were under a ban and they have Zouma and we don't.

United have improved their Right back and Centre back positions, but are left with Pogba who doesn’t want to be there and barely any attacking options - they’ve also lost Herrera who was one of their best players last season, so I’d argue they’ve gone backwards
