Would you expect a Chairman to have:

1)an overview knowledge of what they might be, particularly if they had jumped substantially in one financial year and then remained at higher levels. (distinct from the detailed knowledge a CEO should have) ?

2)Or to say he had no knowledge of what OOC's actually were as a heading, never mind what they were actually made up of (which is what Steve from Wigan and Raleigh from "South Carolina", who until recently had no interest in the club's business affairs seem to be saying) ?

I think you're struggling on this one now. And why use inverted commas for South Carolina as if it were pertinent were that particular Everton supporter hales from. He's actually married into a good Evertonian family...to me that makes him one of us, particularly as he has interesting things to say, in an unbiased way.
 
I maybe naive, but surely the auditors would demand at least a break down of the larger items that get lobbed into OOC? Like, I remember a new heating system for the pitch or something a few years back.

Wouldn't they merely check that outgoing payments had been made, and were appropriately shown in the correct section of the accounts ? That leaves the question of the validity of the payments and end destinations still open to question.

I think Kenwright is full of it when he says he that doesn't know what's in other operating costs... I would assume that the finance department would at least prepare a monthly account report which would summarize all the accounts and their movements... The CFO would have to review it every month and sign off on it... The CEO would also get to take a squizz at it, and at the very least should know the just of what compromises operating costs...
22 million is a material figure in any company... If the CEO doesn't know what's in it, he's either a very rubbish business man or he's telling porky pies...
 
The OOC's at Goodison are everything barring players wages, interest charges, capital equipment purchases and transfer fees.

Everything else goes under that generic heading
 
MCFC reported "other external charges" of £42,280,000 in 2012/13
MUFC reported "other operating expenses" of £66,983,000 in 2011/12

Obviously the take home message is that Bill and the Board can't even steal properly from the club if we're debating where £21M went. Such small-club mentality from the board; Everton will never be seen as a "big club" by the fans/media/world if the board can't even steal profits on a large scale.
 

The OOC is the only thing that I find "odd". It is circa £400k per WEEK. They are not wages, leases, debt payments, player installments, or dividends, interest, accountancy fees etc.

So the cost of Everton being run, maintenance, stationary, pitch, bibs, cones, and the like, is £400k a WEEK?

My sarcastic response to the thread may not help, but it might be worth comparing to other clubs. Then again, I haven't seen everything posted in this beaut of a thread (TL/DR), so I may be missing a significant chunk of the relevant conversation.

Yeah mate I mean Phil G probably billed a few dozen bottles of Bolli to the club for his latest soiree. Maybe Bill books his fruit and veg to the club, the evil tyrant :lol:

I didn't. Some time ago I said that Everton gave more details of OOC than many other clubs. It was Elstone, I think who said this initially, and maybe, he may have broken the figure down a little. surely you don't want every paper clip purchase accounted for individually? The accounts would take an age and cost a fortune to get out.The accountants will of course have a list of the figures that are included in the overall OOC figure. And the accounts are signed off every year.

The CEO does know whats in it...its the Chairman who said he didn't know. Two different people.
