My understanding or the owners test is that since PIF it's been vigorously upscaled.
All the more reason for it to be scrapped. If what you say is true (and in window-dressing terms it definitely is), it simply confirms why it needs to be abolished. They are closing the stable door after the horse has bolted - locking in their massive, human rights abusing advantage as they go.

Of course, the proper course of action would not be to "upscale" from here on in. It would be to apply it retrospectively - thereby forcing the despots out of the game. But that can never happen for so many reasons, chief of which is that it is now impossible for a mere sports administration body to hold nation states to account. In that sense, I don't blame the Premier League anymore. I blame the British government. Boris Johnson cheerled for the Saudi takeover of Newcastle while simultaneously demonising Russians. So, it's not the fit and proper test that needs replacing - it's the Tory government. We are now in a world where the volatile and self-serving political climate - rather than any objective analysis or criteria - explicitly determines who can and who cannot own clubs.

It's absolutely laughable what an easy ride Moshiri and Kenwright have had this Summer. Zero reaction from the fans. I thought I was in a minority in being very apathetic towards Everton, but it looks like I'm in the overwhelming majority.

I understand where you are coming from but people will do what they want. I wouldn’t give them any money whatsoever whilst they are there.

I wouldn’t say everyone is feeling apathy, we have an element of this fan base that is more arsed trolling the likes of yourself than seeing the club be a success and their definition of success is winding others up. They know people get infuriated about the likes of Kenwright so they play on that constantly.

I'd guess protests will pick up again once the season starts

Disagree. It was emotionally exhausting the last three months. Sections of the fanbase working overdrive to get us to where we are currently at. Many have stayed away during the summer to try and recover from that. Come Saturday the board will see the discontent is still there, and that will only continue the longer they remain.

The issue last season was the drop off in support against the board once the season started. Too many didn't get going until the final months.

If at Xmas we're in the same position, then your correct, but I don't think we will be.
