He is to.blame in the sense he sold to Moshiri, but what you got too ask yourself is what is Moshiri doing employing a 70 year old, which I believe he was at the time of the sale, to be his chairman? Then keep him in for another 7 years?
Prior to Moshiri Everton were in a decent place, players like Lukaku, mid table and above, with a debt that was managed, years away from today.

He has kept Kenwright in the position because him being there insulates Moshiri from the blame and furore of the fans. But decent we where not, we where struggling for years and the only reason we whete stable was because Moyes built and bought well but that period was short.

Over the last 7 years this club has died and continues to do so, you never know what bad news is coming just around the corner. Today we are years away from getting back to were the club was 7 years ago, that's on Moshiri, everyone else just works under him.

Don't talk talk rubbish lad, the club has been dying since Kenwright the liar got his hands on it, as you well know, he sold everything that was wasn't nailed down in order to keep us out of administration while simultaneously telling his fairy stories about incoming investments, ring fenced money for Kings Dock, the list goes on and on. He sold the club to Moshiri because he was the only prospective purchaser who had showed any willingness to allow Kenwright to stay in control, in the limelight and in the money.

It very much does matter what 'rubbish Kenwright said years ago', he is still at it by the way, remember headlock gate, death threats? The 7 years since Moshiri came in have been appalling, but they were absolutely dire before he came. The only difference between pre Moshiri and post Moshiri was the fact that Disappointed Walter talked Billy Liar into appointing Moyes and that Kenwright was so intimidated by Moyes that he let him get on with the playing side. The only problem was whilst this was happening,Kenwright was blundering from one financial crisis to the next, borrowing from anywhere he could and lying about it, rather that hold his hands up and say, this is to much for me I can't cope with it.

Moshiri is a terrible owner, Kenwright was a terrible owner untill 7 years ago, when he became a terrible chairman. The one constant through all of this is... Kenwright was and is an inveterate liar and is not to be trusted. I don't know if you can't see this, in which case I pity you, or if you just make more and more ridiculous comments just to let wind people up. Either way, that's me done, you're talking rubbish.

Bill Kenwright has reportedly refused to resign (when requested by Moshiri)

The reasons allegedly given for not, are ridiculous

You could have stopped there. I ain't going to attribute everything to Kenwright, but for over three decades (joining the board in '89) he's been part of the problem.

Has anyone else consistently been part of the leadership structure during our period of decline? No, so he has to shoulder a large part of the blame.
