Depends what you consider “a top manager” to be.
If I was picking my top 30 managers around now, managing now, Ranieri would be in it. So yeah, for me he’s a top manager.
If, for you, a top manager is perhaps only the top 10, then no he’s not.

Yes, I believe he is world class. Again, it sort’ve depends how you define “world class”.
