It isn't offside though. The hand/arm doesn't count, it's the nearest part of the body that can legally play a ball that counts.
With that resolution, there's no way you can reliably rule that out via technology. There has to be an inconclusive option where the decision on the pitch stands, but they can't have that as it doesn't allow officials to rig the game with 'tight' calls.
It's the outstep/little toe that's a fraction in front of the RS defenders knee. That's what the blue line is trying to make out.

They aren't consistent - they are inconclusive. The technology isn't using high enough resolution and stable lines to come to the decision.
Speaking of consistency, they give Lallana the goal for not interpreting the shoulder or bicep as "the arm" for some reason, yet they don't draw the line for that offside call from the tip of the shoulder despite it being the furthest body part to the right. That's the opposite of consistency - that's making it up as they go along.
