Yes, they should - the rule is whether the ball is handled deliberately. Ward yesterday handled it deliberately (the second time anyway), so that penalty should have been given. Lindelof deliberately handled it as well. The only thing idiot ex-players have to argue against it on the tele is that its apparently impossible to react that quickly, which would be a lot more believable if keepers didnt react that quickly all the time.
Dier did not - could not - have handled that deliberately today and so it should not have been given.
