The reality is, it's not a Brazillian federational law. It's a Government rule, one FIFA will have had to have been aware of.

Argentina chose to ignore it, and for some reason Spurs and Villa still agreed to it. Messy all round, but if you're Argentina, you've fielded 4 ineligible players... typically that results in 3-0 w/o, so why different now?

Yes, because I’m sure the reason why Brazil are banning thousands of tourists, is because a game of football in which no fans were allowed so no revenue.

It doesn't really matter, if a government has a restriction in place that doesn't allow for the entire squad to participate than that country is not fit to he hosting the match. The correct thing to do was tell Brazil that. Having Argentina forfeit for wanting to use its players is ludicrous.

The rules were made abundantly clear.

Likewise, if Brazil were to play England in a friendly, and they brought players over from their Serie A, then they'd be required to do the same.

Football isn't bigger than the law, whether you like it or not.
