This. In Rugby League the game doesn't stop because of substitutions, they just happen (OK it's a different game, different rules - but at least things don't grind to a halt for a minor event). If players try to intimidate the ref they get sent off, no argument. Time wasting is kept to a minimum by strict regulation. A Rugby League game is 2 halves of 40 minutes with a 10 minute break, but usually lasts about 2 hours. Do the sums. The football authorities need to tighten up their rules the right way, and referees need to enforce the rules the right way i.e. by booking players for dissent more (show them you mean business). And they need to be more consistent in their decision making - the sort of "book a player for a foul, but not book a player for an equally bad foul 5 minutes later because you'd booked him earlier in the game for looking at you funny". And the players need to start acting like the sportsmen they pretend to be instead of the prima donna actresses they come across as.I don't like pointing to rugby all the time but I find it to be a sport that is officiated the right way. The refs don't have to deal with a ton of players crowding them. The clock stops so stupid things like walking off on subs and other annoying time wasting can't happen. Red cards are only given out for things that are truly dangerous and violent. The tmo and ref communications can be heard so there is no question what happened in a decision. All of these things should be put into football in my opinion.
I really can't stand the failure to enforce the time wasting, dissent and diving rules with any consistency. Players will clearly dive all the time and refs will just wave play on and not book them. It only serves to make people dive more when they know more often than not the penalty for a dive is nothing and the reward is bigger. Players will constantly give the ball little kicks when they foul or it goes out to slow the game down. Show the card consistently and that will also stop. It's just little things that I think would make the game a bit more enjoyable but also fairer.This.
