Will look completely different by the end of the window. More to see who's in the position to buy players. I think you'll see that net spend usually is the indicator if you look over a time span of 5-10 years

Arsenal the notable exception to the rule.

Well taken in isolation it doesn't mean much. Once you have a hugely expensive squad - such as Spurs - you can sell lots of your outcasts for large sums of money. The net spend table for ten years would tell a different story.
