My instinct is he's been involved in some background capacity. Not to the extent of picking managers though.

Just today we seem perilously close to WW3. Russias closest ally on one side, the UKs on the other. You then have a high profile Russian, with links to the top of the Russian state, and a club having to get a new infrastructure project past the UKs local and potentially national government. It's very obvious why he has had to stay in the background until that's a long way to being granted.
