did not know that Alisher Usmanov was somehow connected with Everton before.

I noted as much a few days ago with this deal appearing amongst a glut of rumours concerning various other players based in Russia or thereabouts.
It would appear that in the absence of a DoF and with extremely tight finances, Moshiri and Usmanov are fulfilling the role.

What’s the consensus? Is this lad an up grade … a side step or a makeweight ? …

Apart from Zat no one's ever heard of him but as an young international with CL experience he has good credentials.

The fee seems high so I can only assume that he's Digne's replacement and we are getting top dollar for him.

Doesn't make sense otherwise.
