He has very little left to offer in fairness, as Kurt says, it would make sense only if we could get him for a reasonable wage, which is unlikely, if he stayed fit he would do well for around 6-8 months, then become an utter wages drain.

He ain't what he was but at 31 he's not totally spent. You cant judge him entirely on the last 5-6 months as he's not been played (Mourinho's call) so at his age he will have lost match fitness. If he'd played all through that period he'd have offered something different, no doubt.
With a full pre season and a regular game, my view is he'd offer something special. This time last year he was England's captain, and rightfully so. The question is - at what price? £150k a week is a lot for that....

I'll nail my flag to the mast and say yes sign him. If his package demands/needs are acceptable. I still think he has a lot to offer maybe not week in week out, but he has the nous that we are missing in departments.
