That's mostly a result of attacking more than anyone else. I think if you changed it to what percentage of attacking moves end in crosses or which percentage of shots come as a result of a cross it would paint a different picture. Just doing volume is going to show City and the RS at the top of everything attacking wise.
Also at least for City, they cross from very tight in. Think about how many balls have gone right across goal for a tap in. That's much different than what Bolasie and Deulofeu were doing for Lukaku when Koeman was here.
My original statement was a bit basic and off I will admit. Crossing is still a part of the game you want to have, just not in the style of the 80s or even the way United used to do under Ferguson.
