Dave, I think most reasonable people would accept that spending a huge sum like 11m is proof positive that the intent is there to build a stadium. I am not sure evidence can be produced that a stadium "will" be built short of work commencing on the site itself and even that doesn't prove it will be finished.
There's always "intent". You can intend to achieve something that hasn't got much chance of coming off.

The club know this is a shot in the dark but they give good people false hope it's all in hand.

Unless you sit on the board, this is just your opinion and therefore it is no more valid than someone else saying 100% it will get built.

It would be good if you used your experience to warn people who may not have lived through the previous debacles, that it may not end up with us in a new stadium by the Mersey. But to say that they are just having us on, in my opinion ruins any decent points in your arguments.

I reckon they have a pretty good idea of how much they can raise and it may already be enough for a barebones stadium, they would not throw good money after bad if they thought otherwise. However if we wake up tomorrow and steel prices have gone up 4000% then there is a good chance the whole project will be called off. That is the precarious world we live in and there are no guarantees until it is standing. This is why no one will come out and give assurances of a cast iron nature, it will always be 'it's challenging but we are hopeful' etc.

I've done what you requested of me: pass my experience on of previous stadium failures...which is why I stated that this is another complete shot in the dark and not the firm project they project it as.

The trouble is that you state your opinions as fact, when they are FAR from it. There is a risk (as with every single project in the history of man) that the stadium wont be built, but that risk, currently, is much smaller than the likely-hood that it will be, or at least that is the view from within the club and the wider construction industry. Who with all due respect Dave, may have less experience of Everton than you, but have far more experience of large challenging projects.

You call whoever is leading he project a "Clueless biff" when you have nothing to actually add to the argument your self except for wild speculation. These "clueless biffs" will have a far better grasp of the project and the processes than you do.

You are perfectly entitled to your opinion of course, as that's the very nature of an internet forum, but you must remind yourself at times that that is all it is.

It is my opinion that all the available information and processes currently being undertaken lead to a high probability of the stadium build being built.
