I think this is right to an extent. We need to create a puppy farm and sell on lots of youth players. We also need to be able to keep the great ones we see coming through (if)

Quite a big apparent contrast between the importance and value of those pens. But last year, every goal counted to help or goal difference against our relegation rivals. Even in defeat it is important to keep an “every goal matters” mentality.

It encourages developing them as well.
 
Isn’t UEFA , like FIFA and CAS, based in Switerland a non EU country ?

I think UEFA like FIFA is mindful of EU law but don’t think it comes under EU Jurisdiction as such but the ultimate legal jurisdiction all the non domestic associations fall under is Swiss Law.

Other than the over arching rules in football such as the laws of the game and regulations around player contracts domestic associations have their own laws/ rules that have to comply with the law of the land within the jurisdiction in which they operate.

Its frustrating as hell not to know what’s going on re matters such as Everton’s and yes Chelsea’s but the PL are dammed if they do and dammed if they don’t when putting information out there.
UEFA is the governing body for football in Europe, regardless if a member country is an EU member or not. So it and its member associations would have to abide by EU laws and any relevant court decisions, such as the ECJ's latest one regarding sanctions.
 

I cant think of any reason why any fan of a team outside the top 6 would support financial fair play in its current format.

The rules are designed to protect the position of the already established clubs and restrict the investment an owner can make to try to better a club

The best clubs can keep spending and pushing prices and wages up, without the fear of getting it wrong, because they will spend more on more replacements if necessary. But if other clubs try to do likewise to attempt to remain competitive, they will fall foul of the P & S rules - even if the owner is investing their own money into their own business, with no concern on the sustainability of that club.

If the rules are there to stop football clubs from getting into financial difficulties then they aren't fit for purpose.

Yes, and the rules have stopped them doing so beyond their means. (We will see about Chelsea over the next year or two).

In reality the rules may have stopped moshiri wasting even more money and bankrupting us.
We wont know if this is the case until we see a summer where likes of Arsenal, United, Newcastle, Chelsea etc don't spend to strengthen their squads and start selling their better players.
