Players are paid market value rates based on the worldwide market.

There is no way that Spain or Italy would follow suit, they’d see it as a way to crush the Premier League.

The better run clubs are fighting for 7th.

Be as well run as you like, as soon as spending caps are in any way based on Revenue, any club that had already cemented massive worldwide revenue streams (even if done decades ago) has an unarguable advantage from the day the rules are put in place until the day they are scrapped.
 

Two clubs control a huge amount of the money in Spain, the other LA Liga clubs couldn't afford to stump up the wages. Serie A plays to a lot of half-empty stadiums, so the money isn't there, either. As for the US, :Blink:. Soccer just isn't going to overtake football, baseball, basketball or even hockey.
Simply put, the PL has more of the teams that make it one of, if not the top, most followed leagues in the world. United, City, Chelsea, Arsenal, the Crap, for starters. No other league has as many "star" clubs -- Spain has two or three, Italy maybe four, Germany one. That international money, primarily TV revenue, is a major reason why the PL has far more financial clout and why players want to play there.
A reasonable salary cap would still let the bigger clubs attract top players, but not all of them. The non-scab six would have a better chance at signing quality players as they'd still be wanting to play in the PL.

Only realistic fair cap is on spending. Not revenue based just every team has a maximum annual budget of £100m and once spent thats it. If your owner can afford to spend it then they can if they cant then they cant.

Would bring transfer fees down as no one would spend £80-100m on one single player when most top sides bring in at least 2-3 good signings each summer and would also stop the top clubs stockpiling all the talent and/or farming young starlets out for fees towards FFP.
 
City should be able to spend more than Luton, but shouldn’t be able so spend an unlimited amount. Owners who can cut bait at any time shouldn’t be able to leave clubs with massive, unsustainable wage bills.
Why. If Bill Gates bought Luton and wanted to prop them up with his own cash, why not? % of turnover, particularly with club works cup / new CL structure means on one will ever break in to the top table
