My read on the current situation from: this thread, other sites and open source jarg.

Allan: Agreed personal terms, Bill haggling over a packet of crisps with Napoli. Napoli have other interested parties, but Allan wants Everton with Carlo playing a large role thus the hold up with negotiations.

Doucouré – Again he wants to come, we have an agreement with his people but given our history with Watford and us looking for a cut-price deal given they have gone down and need to sell are holding this up, smart to be patient with this they will sell.

Thiago Silva – Will be announced after the CL final.

Looking for a backup LB, new improved RW, and guessing a RB but a lesser priority, if one comes in JJK goes on loan again if not he stays. GK no clue if the talk is true or not but would not be surprised if we get somebody, whether it will be another backup or truly somebody to challenge for the #1 spot – no idea.

That I think will be our business this term, a long list to get out the door and if very successful that may allow some extra spend in a position or 2 depending on who (what positions) we can shift.

Thiago Silva is house hunting in Florence.. £70k a week.
 

Moutinho is on over £100k a week and as I say they were cheap compared to now yeah but that would’ve been a chunk of their teams’ budgets that’s what I’m saying. Proportionally it’s much the same. Allan now compared to any of the players I’ve mentioned is far superior. Also as I say the price of players is inflated massively in the past few years. Buying Moutinho now would easily be £15m at 31, Evans the same if not more, however were getting a far better quality player for just a little more.

I believe we’re gonna be spending £60m-£75m this summer depending on sales but if we spend basically a third or less of our budget on what would literally become our best player it’s a no brainier.

As for Payet that was literally nothing but West Ham’s fault. They could’ve sold him for massive profit after the year and reinvested in their squad or they could’ve told him to stay put and build the team around him but they did neither and tried to see what they could get for him, backed out and left him unhappy. Even still they made profit off him. West Ham didn’t progress because they didn’t invest in the team not because Payet left.
If Evans was going for 15m I doubt Leicester make the move. Value matters when you're chasing the teams who don't have to worry about money.
 

I'll let you decide that. We're different. He's thinking we should make up half the squad out of youth team players. I don't agree with that, but we are on the same page in that spending big on older players isn't where we should be in terms of the process of building a squad.
No one builds anymore,No one is afforded the time to "build a team" you buy players that will impact the team there and then,this is what this transfer is.
 
Let me try a different way. We need a CB, RB, CM, another CM and a RW just to fill out our squad for next year. Chances are it still won't be CL level. That's different than the RS finishing it off with Van Dijk or United with RVP. We're far away and because we almost certainly can't get there for a couple of years it makes more sense for me to sign a player who barring disaster will still be in their prime in two years not someone who is there now but could conceivably not be in two years.
It is really simple, He is better than what we have, he will improve our first team immediately, his legs won't magically fall off when he hits 30. There has to be balance but at 29 you are getting 3-5 years out of him, if he helps get us up the table then the transfer fee is irrelevant.

I think Allan is a good player. I don't know about the way we are using our limited money in getting him.
Anybody who has played football will tell you how important it is to have someone in the midfield who will shout ‘ i’ll Have it’, when you are under pressure. In our current midfield we have nobody with the ability or confidence to do that. That is what a player like Allan brings to the team.

Ps Howard Kendall totally transformed a team in the 80’s by adding 2 veterans, that never worked did it? Oh wait.....
 
You can put any 2 players in the world there and say the same, the big clue is IF, how will anyone know until tried and failed but let's not sign a quality player just in case he doesn't work out, utter horse manure.

Allan is a markedly better player than both. I doubt we would be moving him on anytime soon if he came.
