Don't see how anyone can complain about a premiership proven CB and leader coming in for pennies in this day and age to sure up the defence. Williams is a proven PL CB, and has been viewed as one of the most solid in the League for the last few seasons. He was also one of the best CB's at the Euro's, I don't see where this signing lacks ambition at all.
