Everton issued a statement on the club's official website which read: "The decision comes despite both the Football Association and Premier League giving their full support to the loan agreement and Everton lodging the relevant signed paperwork in advance of the international transfer deadline on August 31."

We did it on time mate, in spite of the scramble. The scramble is 'the norm'. Anyone complaining about the way the club pulled Fellaini out of the hat right at the death of the window (first anyone heard about that was early next morning)? Thought not....

Some you win,some you lose.

I agree, we left it late and we lost. But to say FIFA has refused it because we are everton is daft. Something wasn't right, I don't know what but you don't refuse a transfer/loan if everything is correct.

Fully agree with you mate, something stinks here. And I guess we'll never get the truth with at least 3 parties looking to absolve themselves of blame. I read earlier in this thread that someone claimed Brugge or the Belgian FA missed the deadline by 4 minutes. Who knows if this is true, but it must be down to some technicality like this - if all sides and all FAs want it, where is the common sense that says 'ah well, what's 4 minutes in a very complicated process'?

Just FIFA playing God, dare I suggest....

If the deal was ratified by everyone except FIFA, then it's not a conspiracy theory to ask why? It's a genuine question. There may well be a very good reason but until we hear it, people are going to ask.

Don't think anyone said it's because it's Everton.

It wuz FIFA. Dear me, listen to yourselves.

The club have form getting this stuff wrong; I think it's fair to accept the point that Everton left it way too late again to do business. There is no other acceptable conclusion...unless you want to go down the Kopite route of blaming 'dee establushmint lid'

Do we have a history with leaving things 'a few' minutes late in the past and just about getting away with it - and just that on this occasion, Fifa, having to make the ruling, have been stringent towards us on this occasion. Very disappointing but at least we know there's £1m in the transfer kitty in January.

Gregg O'Keeffe said it was Club Brugge's fault.
Seem unfair that FIFA effectively penalise #EFC for the minor lateness of Brugge paperwork but that's FIFA....

I actually don't think it's 'fair to accept' that point Dave, but that's because I'm an open-minded person and prepared to consider wider probabilities. No doubt you'll just call me a fop and a Luvvy brown nose, which actually isn't the case, but there's absolutely nothing I can do or say to convince you otherwise.

Stick a few more pins in your little Kenwright doll mate, that may help you a bit ;-)

Brugge could only respond to the time Everton left them with. If Brugge had half a day to get it done we wouldn't be having this debate.

Discussing late deal is part of the game. I don't blame Everton in this case. I just hope we can still make an appeal, a successful one.

This articles sums it up.

Everton are considering their next step after FIFA refused to sanction the Premier League side’s loan move for Belgium midfielder Vadis Odjidja-Ofoe, claiming the deal was done after the transfer deadline had passed. The Liverpool Echo reports, however, that the fault lies with Odjidja-Ofoe’s current club rather than the Toffees.

The newspaper claims that Club Brugge were late filing their side of the paperwork with FIFA, causing the governing body to cancel the proposed season-long loan. The Echo claims Everton have been punished for the mistakes of Brugge and are mulling over their options, with an appeal a possibility.

Odjidja-Ofoe’s loan transfer was ratified by both the Premier League and the Football Association, who vouched for Everton that the paperwork had been filed before the 11pm deadline on August 31. Despite that, however, FIFA would not give the go-ahead.

If Everton choose not to appeal - or do appeal and are unsuccessful - manager David Moyes will consider a fresh move for the player when the winter transfer window opens in January.

You have absolutely no idea how long Everton left them with - it might have been half a day for all you know.
